Two Migrant Domestic Workers in Slavery-like Conditions at Grassias Hotel

THE STORY

This is Lebanon has documented the cases of two Migrant Domestic Workers who worked for free in slavery-like conditions at Grassias Hotel and Resort in Halba, Akkar. These cases represent a pattern that has become more prominent since the recent economic crisis in Lebanon where employers claim they cannot pay domestic workers for months on end, yet continue to make them work in difficult conditions. 

Worker #1

Ruth Adamako, a 24-year-old Ghanaian, contacted This Is Lebanon in June, 2021. She was very worried because she had been working at Grassias for 25 months and had not been paid for 16 months. She had finished her contract but was scared of leaving without her salary, saying,

I can’t go without money. How am I going to eat?

One of the owners of Grassias Hotel is Mr Rabih Said Halabi who owns two other companies: Charismatic Properties, involved in roading and construction in Tripoli, and A.R.S., an import/export company co-owned with his brother and father. According to Ruth, he also owns a big supermarket. Rabih claims his father is the head of the Municipality in Halba. The other owner of Grassias, Grace Saad Farfour, also owns Patisserie Farfour in Halba. According to Ruth, Rabih and Grace are married but we could not find a legal record of their marriage. Despite these seemingly successful business interests, the owners failed to pay Ruth.


Ruth described her difficult working conditions: she cleaned the hotel*, served the guests, worked in the restaurant kitchen, cleaned Rabih and Grace’s house, and also took care of Grace’s mentally disabled adult brother.  


Ruth had hoped that she would eventually be paid since her employers seemed to have money.

According to Ruth, they spent $400 buying a dog.

Meanwhile, they were making their domestic staff work for nothing. Some neighbors felt sorry for Ruth and gave her food to eat.


When we called Rabih to discuss the issue of salary non-payment, he informed us that Ruth was being paid in Lebanese Lira, which she was happy with, and did not want to go home - both untrue claims. He then sent pictures supposedly proving that Ruth and her workmate were living in great conditions in their own 5 star hotel room. Ruth had a rather different version of the accommodation arrangements saying that they would often be required to evacuate the room for incoming guests and had to sleep outside on a chair at such times. They often worked until midnight and would also be woken up if unexpected guests arrived. Rabih referred us to Grace who he said was Ruth’s sponsor. Grace agreed that Ruth’s salary was $200 per month but said she had agreed to work for Lebanese Lira at a rate of 3,000. In fact, Ruth had refused to be paid in Lira. When we asked why she had not sent Ruth home when she realized she couldn’t pay her, she dodged the question. 

Ruth made the valid point that “whether the dollar is high or low there is a contract that I will be paid in dollars not Lebanese. In Ghana you can't change Lebanese Lira.” She secretly recorded a conversation with Rabih after we had called him and sent him a video from Ruth’s family requesting she be paid and sent home. 

He tells her, “If you want to go, go.” Ruth asks for her money and he replies, “We have no money.” When she questions how she should go, he replies, “I don’t know. There are no dollars.” 


In July 2021, Grace wrote to This Is Lebanon,

"Sorry but I want to tell you the truth I cannot pay anything. I’m so sorry"

This did not stop her from keeping Ruth working full time around the clock. Grace considered that she had performed an act of charity by not throwing Ruth out on the street when the economic crisis hit. She said she was spending all her money on her family and had no money left over for salaries but had done Ruth a favor by providing her with food and a roof over her head. 


Negotiations stalled because Rabih and Grace began refusing to take our calls or respond to our messages. It was a full 3 months until Ruth finally left the hotel - on 17 August 2021. She was unable to fly home immediately as Rabih and Grace had kept her undocumented. She eventually flew home on 26 September 2021 on a ticket purchased by This Is Lebanon. She is still owed $3400 in unpaid salary.


Worker #2

Meseret Hnkamo Lamora from Ethiopia is the second enslaved worker. Her first contract in Lebanon was spent working for Rabih’s family for four years. During this time she was paid in full. After a holiday back in Ethiopia, she returned to Lebanon in June 2018 to work for a new employer, a friend of Rabih’s. Unfortunately, whilst cleaning one day, she fell down the stairs and broke a leg. She required surgery for the break which involved 6 days in hospital followed by 2 months of treatment. After recovery, when she resumed work, she asked for her salary as she had only been paid $300 since arrival but was told it had all been spent on her treatment.** She asked them to send her home or take her to her embassy but they refused. In the end, on 18 Feb, 2020, overworked and owed 18 months’ salary, Meseret decided to run to Rabih’s.

Rabih’s account is slightly different. He said,

“We picked her up from the streets. The dogs were eating her flesh. The employers had been hitting her. We did not force her to work with us.

Meseret was in a difficult position. Her employers had followed her to Grassias Hotel and were insisting she return. She had not been paid for a year and a half and had no way of getting to her embassy. Grace and Rabih said they would pay her in Lira. She had no option but to accept. Finally, following nearly a year of negotiations, Meseret flew home to Ethiopia on 17 April, 2022  with $800 in cash - a shortfall of $4,400 for her 26 months of labour at Grassias Hotel.

Rabih and Grace have mercilessly used Meseret and Ruth as forced labour - a crime under international human rights law. We suggest that people boycott their hotel and patisserie in order to avoid supporting a business that treats migrant workers like slaves.

وثقت جمعية "هذا لبنان" حالتي عاملتين مهاجرتين في الخدمة المنزلية عملتا بالسخرة في ظروف شبيهة بالعبودية في فندق ومنتجع غراسياس في حلبا، عكار. تمثل هذه الحالات نمطاً برز أكثر منذ الأزمة الاقتصادية الأخيرة في لبنان حيث يزعم أصحاب العمل أنهم لا يستطيعون دفع أجور عاملات المنازل لشهور متتالية، ومع ذلك يستمرون في تسخيرهم في ظروف صعبة.

العاملة الأولى

تبلغ روث أداماكو من العمر 24 عاماً، وهي من غانا. اتصلت بجمعية "هذا لبنان" في حزيران 2021. كانت قلقة للغاية لأنها كانت تعمل في "غراسياس" مدة 25 شهراً ولم تحصل على أجرها منذ 16 شهراً. كانت قد أنهت مدة عقدها، لكنها كانت تخشى المغادرة بدون راتبها قائلة:

"لا يمكنني الرحيل بدون نقودي. كيف سأحصل على الطعام؟"

يمتلك السيد ربيع سعيد الحلبي أحد أصحاب فندق غراسياس شركتين أخريين: شركة Charismatic Properties ، التي تعمل في إنشاء الطرق والبناء في طرابلس، وشركة A.R.S. ، استيراد / تصدير يمتلكها بالمشاركة مع شقيقه ووالده. وحسب قول روث، فهو يمتلك أيضاً متجراً كبيراً. يزعم ربيع أن والده هو رئيس بلدية حلبا. كما تمتلك غريس سعد فرفور، المالكة الأخرى لفندق غراسياس، باتيسري فرفور في حلبا. وفقاً لروث، فإن ربيع وغريس متزوجان لكننا لم نتمكن من العثور على سجل قانوني لزواجهما. وعلى الرغم من هذا النجاح لشركاتهم التجارية على ما يبدو، لم يدفع المالكان أجور روث. 


وصفت روث ظروف العمل الصعبة. فقد نظفت الفندق، وخدمت النزلاء، وعملت في مطبخ المطعم، ونظفت منزل ربيع وغريس، واعتنت أيضاً بشقيق غريس الراشد المعاق عقلياً.


كانت روث تأمل بأن تحصل على أجرها في نهاية المطاف إذ بدا أن أصحاب العمل يملكون المال.

بحسب كلام روث أنفقوا 400 دولار على شراء كلب.

في حين كانوا يسخّرون العاملات في الخدمة المنزلية لديهم. تعاطف بعض الجيران مع روث وأعطوها طعاماً تأكله. 


حين اتصلنا بربيع لمناقشة عدم دفع الرواتب، أخبرنا أن روث كانت تتقاضى أجراً بالليرة اللبنانية، و كانت راضية بذلك، ولم تكن راغبة في العودة إلى بلدها - وكلا الإدعائين كذب. ثم أرسل صوراً يُفترض أن تثبت بأن روث وزميلتها كانتا تعيشان حياة رغيدة في غرفتهما الفندقية ذات النجوم الخمس. بينما كان لدى روث نسخة مختلفة نوعاً ما عن ترتيبات الإقامة إذ تقول أنه غالباً ما كان يُطلب منهما إخلاء الغرفة للنزلاء القادمين وكان عليهما النوم على كرسي بالخارج في مثل هذه الأوقات. وغالباً ما كانتا تعملان حتى منتصف الليل ليتم إيقاظهما أيضاً بعد ذلك في حال وصول نزلاء غير متوقعين. أحالنا ربيع إلى غريس التي قال أنها كفيلة روث. وافقت غريس على أن راتب روث كان 200 دولار شهرياً لكنها قالت أن روث وافقت على العمل مقابل راتب بالليرة اللبنانية بمعدل صرف 3000 للدولار. لكن في الواقع، رفضت روث أن تحصل على أجرها بالليرة. عندما سألناها لماذا لم ترسل روث إلى بلدها حين أدركت أنها لا تستطيع الدفع لها، تهربت من السؤال. 

أوضحت روث الفكرة الصائبة والتي مفادها أنه "سواء كان الدولار مرتفعاً أم منخفضاً، هناك عقد سأقبض بموجبه بالدولار وليس بالليرة اللبنانية. في غانا لا يمكنك تصريف الليرة اللبنانية". قامت سراً بتسجيل محادثة مع ربيع بعد أن اتصلنا به وأرسلنا إليه مقطع فيديو من قبل عائلة روث تطالبهم بالدفع لها وإعادتها إلى بلدها. 

قال لها، "إذا كنت تريدين الرحيل، ارحلي." طالبت روث بحقوقها المالية فأجاب: "ليس لدينا المال". عندما سألته كيف يمكنها المغادرة، أجاب: "لا أعلم. ليس هناك دولارات". 


في تموز 2021، كتبت غريس إلى "هذا لبنان"،

"أنا آسفة، لكن أريد أن أقول لكم الحقيقة وهي أنني لا أستطيع دفع أي شيء. أنا آسفة جداً"

إلا أن هذا لم يمنعها من إبقاء روث تعمل بدوام كامل على مدار الساعة. اعتبرت غريس أنها قامت بعمل خيري بعدم طرد روث إلى الشارع عندما بدأت الأزمة الاقتصادية. قالت أنها كانت تنفق كل أموالها على أسرتها ولم يتبقّ لديها أية نقود لدفع الرواتب لكنها قدمت خدمة لروث من خلال تأمين الطعام لها وسقف يأويها.


تعطلت المفاوضات عندما رفض ربيع وغريس تلقّي مكالماتنا أو الرد على رسائلنا. ومرت ثلاثة أشهر كاملة قبل أن تغادر روث الفندق أخيراً - في 17 آب 2021. ولم تتمكن من العودة إلى بلدها فوراً لأن ربيع وغريس أبقياها بدون وثائق. وفي النهاية عادت إلى ديارها في 26 أيلول 2021 بتذكرة سفر اشترتها جمعية هذا لبنان. وما زالا مدينين لها بمبلغ 3.400 دولار أمريكي رواتب غير مدفوعة. 


العاملة الثانية

 ميزيريت هنكامو لامورا من أثيوبيا هي العاملة الثانية المستعبدة. انقضت مدة العقد الأول للعاملة بالعمل لدى عائلة ربيع مدة أربع سنوات. خلال هذا الوقت دفعوا لها أجورها بالكامل. وبعد قضاء عطلة في إثيوبيا، عادت إلى لبنان في حزيران 2018 للعمل لدى صاحب عمل جديد، و هو صديق ربيع. ولسوء الحظ، أثناء التنظيف ذات يوم، سقطت على الدرج وكسرت ساقها. احتاجت إلى عملية جراحية للكسر تطلّبت بقاءها ستة أيام في المستشفى ثم شهرين من العلاج. بعد الشفاء، عندما استأنفت العمل، طلبت راتبها إذ لم تقبض سوى 300 دولار منذ وصولها، لكن قيل لها إن ذلك قد تم إنفاقه بالكامل على علاجها**. طلبت منهم إعادتها إلى بلدها أو اصطحابها إلى سفارتها لكنهم رفضوا. في النهاية، في 18 شباط 2020 ، كانت مجهدة و بلغت مستحقاتها المالية غير المدفوعة رواتب 18 شهراً، فقررت ميزيريت اللجوء لربيع. 

تختلف رواية ربيع قليلاً. فقد قال:

 "انتشلناها من الشوارع. كانت الكلاب تأكل لحمها. كان أصحاب العمل يضربونها. لم نجبرها على العمل معنا".

كانت ميزيريت في موقف صعب. تبعها أصحاب العمل إلى فندق غراسياس وأصروا على عودتها. لم تكن قد حصلت على أجرها مدة عام ونصف ولم يكن لديها أية وسيلة للوصول إلى سفارتها. قالت غريس وربيع بأنهما سيدفعان لها بالليرة. لم يكن لديها خيار آخر سوى القبول. أخيراً، بعد حوالي عام من المفاوضات، عادت ميسيريت إلى إثيوبيا في 17 أبريل 2022 بمبلغ 800 دولار نقداً - و عجز قدره 4400 دولارعن 26 شهر من العمل في فندق Grassias.

استغل ربيع وغريس بلا رحمة ميسيريت وروث في العمل القسري - وهي جريمة بموجب القانون الدولي لحقوق الإنسان. نقترح أن يقاطع الناس فندقهم ومعجناتهم لتجنب دعم الأعمال التجارية التي تعامل العمال المهاجرين مثل العبيد.
