THE STORY
Most people call the police when they have been mistreated. But where does one go when the perpetrator is a police officer?
This Is Lebanon learned in mid-August, 2020, that Salma had only been paid for 2½ of the 14 months she had been working for Bassem Nasr, a police officer, and his wife, Roba, a school teacher. According to Salma, Bassem told her one story after another to justify his non-payment of her wages and to convince her to continue working despite not receiving her dues. She had finally accepted that he had no intention of either paying her or sending her home. She was desperate not to spend another winter with the Nasrs after what she claimed was a year without a heater or winter clothes or shoes during which she did not know when or if she would be allowed food to eat. Her weight had plummeted. Salma complained of:
"being hit, being bitten by the family dog, having to wash up to five cars in one day beyond her domestic duties, being denied the right to say her Muslim prayers, working unreasonably long hours, and contending with sexual harassment when Roba was not present"
She described a time when Bassem attempted to rape her, but relenting in response to her fighting and tears, told her he would only require oral sex in order for her to get her monthly wages. Although she managed to escape to her room and lock the door, she feared for her safety, especially after Bassem told Roba to ensure Salma did not lock her door at night in case she was needed. Salma was tempted to run away, but knew if she did she would never get her pay. Her mother and siblings were depending on her.

On August 16, This Is Lebanon contacted Bassem, who claimed he had banked Salma’s money for her, but now the bank would not let him withdraw it in dollars. He said that he intended to pay, and that Salma was obligated to complete her contract since the Nasrs had paid the agent for her. This Is Lebanon told him shortly that the agent’s money was between him and the agent. Bassem said he might be able to wire money via his mother’s American bank. The Nasrs told Salma they would send her home with $200 and transfer the rest later. She did not believe them. This day, Salma told us, she was starved.
This Is Lebanon again contacted Bassem the following day. He informed This Is Lebanon that the Ghanaian embassy had told him no flights were available at present, but they would arrange a flight on September 1 if he returned in ten days with $400. Bassem told us he was a police officer and had saved up Salma’s money. We told Bassem that Salma was entitled by law to monthly transfer payments, and as a police officer, he should uphold the law. When asked about his mother’s account in the US, Bassem told This Is Lebanon to forget that idea. He would try to send monthly installments of $300 to Salma at home. He made some rough guesses at what he owed her, the least accurate being less than half of the actual $2300. Roba warned Salma that This Is Lebanon was just trying to steal her money. That day, Salma reported that Roba was uncharacteristically nice to her, and gave her food, too. It did not last. In the next few days, Salma noticed Roba inspecting her belongings and feared her employer was setting a trap. Meanwhile, we were inspecting Police Officer Bassem Nasr.
By September 4, Bassem had still not arranged a flight or taken Salma to the embassy. This Is Lebanon posted a limited-access video to let Bassem know we were serious about exposing reports of his illegal and unethical behavior as a policeman. Bassem finally bought her a ticket to fly home on September 17. That day, Salma told This Is Lebanon, Bassem was “behaving like a good man.” Again, it didn’t last. Two days later Salma said she was starved, weak and exhausted.
The ticket Bassem bought Salma had no price on it. He claimed it cost $900, which she must pay up front though it was far beyond Salma’s means. When Salma protested, Bassem said that his only other option was to resell her to someone else. This Is Lebanon discovered he had paid only $400 but, concerned for Salma’s safety, urged her not to bring up the issue of money while still in Lebanon.
On the way to the airport, Salma asked her boss about her wages. Bassem said $2000, then quickly changed to $1000, admitting he didn’t know what he owed, but claiming to have written it all down. He said he would send her “$400, $300 or at least a minimum of $200 each week, a maximum of $400.“
He reckoned at that rate he could pay her off in two months which, even by his own very faulty reckoning at the maximum rate, was unrealistic. Then Bassem switched on some Arabic music and tried to sexually assault Salma in the car.
He demanded, grabbed and pleaded while Salma made excuses and said “no” repeatedly. This was her last experience in Lebanon.
Once safe in Ghana, Salma followed This Is Lebanon’s advice and demanded her wages according to the contract, and not, as Bassem suggested, according to the official rate of lira to the dollar as it had been at the end of each month, which would have been a pittance in light of the hyperinflation plaguing Lebanon. Bassem responded by accusing Salma, rather belatedly for credibility, of stealing his phone and his wife’s gold. Salma responded in anger with threats, but later calmed down and carried forth her rightful demands. In the end, Salma received most of her salary from the Nasrs, but when she reminded Bassem that he had yet to pay for her $400 airfare and $50 Covid PCR as promised and required by law, he blocked Salma and her mother.
This Is Lebanon asked if she wanted to expose what the Nasrs had done to her. Although the amount still owed was worth nearly two months’ wages to Salma, she didn’t want to be vindictive, or to damage the Nasr children. What made her decide was the thought of other women being starved, unpaid, overworked and sexually abused, with nowhere to turn because their abuser was a policeman. Despite all the dangers of kafala, hundreds of workers are still pouring into Lebanon by lies and deception. This article is for them.

علمت جمعية "هذا لبنان" في منتصف آب 2020، أن سلمى لم تقبض سوى راتب شهرين ونصف من أصل 14 شهراً كانت تعمل أثناءها لدى باسم نصر، ضابط شرطة، وزوجته ربا، تعمل مدرّسة. وحسب قول سلمى، فقد روى لها باسم قصة تلو الأخرى لتبرير عدم دفعه أجورها وإقناعها بمواصلة العمل رغم عدم قبض مستحقاتها. فأدركت أخيراً أنه لا ينوي الدفع لها أو إرسالها إلى بلدها. كان لديها رغبة شديدة بعدم قضاء شتاء آخر مع عائلة نصر بعدما أمضت عاماً بدون مدفأة أو ملابس شتوية أو حذاء، ولم تكن تعرف خلال هذا العام متى ستأكل أو إن كان سيقدّم لها الطعام، على حد قولها. وقد انخفض وزنها إلى حد كبير. اشتكت سلمى من:
تعرضها للضرب، والعض من كلب العائلة، واضطرارها إلى غسل خمس سيارات في يوم واحد بالإضافة إلى واجباتها المنزلية، وحرمانها من حقها في الصلاة كمسلمة، والعمل لساعات طويلة بشكل غير معقول، ومقاومة التحرش الجنسي أثناء غياب ربا.
وصفت لنا مرة حين حاول باسم اغتصابها، وأنه استجابةً لمقاومتها ودموعها، قال لها أنه سيكتفي بطلب الجنس الفموي وبذلك تحصل على أجرها الشهري. وعلى الرغم من تمكنها من الهروب إلى غرفتها وإقفال الباب، كانت تخشى على سلامتها، خاصة بعد أن طلب باسم من ربا التأكد من عدم إقفال سلمى بابها ليلاً في حال كانت هناك حاجة إليها. استحسنت سلمى فكرة الهروب، لكن أدركت أنها إذا فعلت ذلك فلن تحصل على أجرها. و قد كانت والدتها وإخوتها يعتمدون عليها.
كلب العائلة الذي عض سلمى
في 16 آب، اتصل "هذا لبنان" مع باسم، الذي ادعى أنه أودع أموال سلمى في المصرف، لكن البنك لن يسمح له الآن بسحبها بالدولار. قال إنه ينوي الدفع، وأن سلمى ملزمة بإتمام عقدها لأن عائلة نصر دفعت للوكيل من أجل الحصول عليها. أخبرته جمعية "هذا لبنان" مباشرة أن أموال الوكيل كانت بينه وبين الوكيل. قال باسم أنه قد يكون قادراً على تحويل الأموال عبر مصرف والدته الأمريكي. أخبرت عائلة نصر سلمى أنهم سيرسلونها إلى بلدها مع 200 دولار وتحويل الباقي لاحقاً. لم تصدقهم. أخبرتنا سلمى أنه لم تحصل على الطعام ذلك اليوم.
اتصل "هذا لبنان" مع باسم مرة أخرى في اليوم التالي، فأعلمهم أن سفارة غانا أخبرته بعدم وجود رحلات جوية في الوقت الحالي، لكنهم سينظمون رحلة في 1 أيلول إذا عاد في غضون عشرة أيام بمبلغ 400 دولار. قال لنا باسم أنه ضابط شرطة وقد كان يدّخر أموال سلمى. قلنا لـه أنه يحق لسلمى بالقانون أن يُدفع لها بتحويلات مالية شهرية، وباعتباره ضابط شرطة، يجب عليه الالتزام بالقانون. عندما سئل عن حساب والدته في الولايات المتحدة، قال باسم لـ "هذا لبنان" أن ينسوا الفكرة. سيحاول إرسال دفعات شهرية بقيمة 300 دولار إلى سلمى في بلدها. و قدم بعض التخمينات التقريبية حول ما يدين به لها، أقلها دقة يبلغ أدنى من نصف المبلغ الفعلي الذي هو 2300 دولار. حذرت ربا سلمى من أن "هذا لبنان" يحاول سرقة أموالها فحسب. في ذلك اليوم، ذكرت سلمى أن ربا كانت لطيفة معها بشكل لم تعهده من قبل، وأطعمتها أيضاً. لم يدم ذلك طويلاً. في الأيام القليلة اللاحقة، لاحظت سلمى أن ربا تفتش في أغراضها، فخافت أن تكون صاحبة عملها قد نصبت لها فخاً. في غضون ذلك كنا نتحرى عن رئيس الشرطة باسم نصر.
بحلول 4 أيلول، لم يكن باسم قد رتب سفر سلمى بعد، ولم يأخذها إلى السفارة. نشر "هذا لبنان" مقطع فيديو محدود الوصول إليه كي يعلم باسم بأننا جادّون في فضح معلومات عن سلوكه غير القانوني وغير الأخلاقي كشرطي. اشترى لها باسم أخيراً تذكرة عودة إلى بلدها في 17 أيلول. في ذلك اليوم، قالت سلمى لجمعية "هذا لبنان"، كان باسم «يتصرف كرجل صالح». ومرة أخرى، لم يدم ذلك طويلاً. بعد يومين قالت سلمى إنها لم تحصل على طعام، وكانت ضعيفة ومنهكة.
لم يكن هناك سعر على التذكرة التي اشتراها لسلمى. لقد ادعى أنها كلفت 900 دولاراً، ويجب أن تدفعها مقدماً على الرغم من أنها تتجاوز قدرة سلمى بكثير. عندما احتجت سلمى، قال باسم إن خياره الوحيد هو إعادة بيعها لشخص آخر. اكتشف "هذا لبنان" أنه لم يدفع سوى 400 دولاراً، ولكن خوفاً على سلامة سلمى، شدد عليها بعدم إثارة موضوع المال أثناء وجودها في لبنان.
في الطريق إلى المطار، سألت سلمى صاحب العمل عن أجورها. قال باسم إنها 2000 دولار، ثم سرعان ما تحولت إلى 1000 دولار، معترفاً بأنه لا يعرف بكم يدين لها، لكنه ادعى أنه قد سجل كل شيء. قال إنه سيرسل لها «400 دولار، 300 دولار أو ما لا يقل عن 200 دولار كل أسبوع، كأقصى حد 400 دولار». لقد احتسب أنه بإمكانه بذلك المعدل أن يدفع لها أجورها في غضون شهرين، وهو ما لم يكن واقعياً حتى في حسابه الخاطئ إلى أقصى درجة.
ثم شغّل باسم بعض الموسيقى العربية وحاول التحرش بها جنسياً في السيارة. طلب منها وأمسكها وتوسل إليها بينما قدمت سلمى الأعذار وقالت «لا» مراراً وتكراراً. كان هذا آخر ما اختبرته في لبنان.
بمجرد أن أصبحت بأمان في غانا، اتبعت سلمى نصيحة "هذا لبنان" وطالبت بأجرها وفقاً للعقد، وليس كما اقترح باسم، وفقاً للسعر الرسمي لليرة مقابل الدولار كما كان في نهاية كل شهر، والذي كان ممكناً أن يشكل نسبة زهيدة في ظل التضخم الهائل الذي يعاني منه لبنان. وردّ باسم باتهام سلمى، متأخراً نوعاً ما ليثبت مصداقيته، بسرقة هاتفه وذهبِ زوجته. للأسف، وجهت سلمى أيضاً بعض التهديدات باسم "هذا لبنان"، من دون موافقتنا، وهذا يتعارض مع سياستنا. فيما بعد، تواصلت مع "هذا لبنان" قبل كل اتصال مع باسم. وفي النهاية، تلقت سلمى من عائلة نصر كامل راتبها، لكن عندما ذكّرت باسم أنه لم يدفع بعد ثمن تذكرة سفرها التي تبلغ 400 دولاراً وأيضاً 50 دولاراً لاختبار (Covid) كما وعدها وكما هو مطلوب بالقانون، قام بحظر سلمى ووالدتها.
سأل "هذا لبنان" إذا كانت تريد أن تكشف ما فعلته عائلة نصر بها فكانت سلمى متحفظة. وعلى الرغم من مستحقاتها المالية تساوي أجر شهرين تقريباً، إلا أنها رفضت أن تكون انتقامية أو أن تسبب الضرر بأطفال نصر. لكن ما جعلها تقرر ذلك هو فكرة أن هناك نساء أخريات تتعرضن لسوء التغذية، ولا تحصلن على أجورهن، وتعملن فوق طاقتهن، وتتعرضن للتحرش الجنسي، ولا مكان تلجأن إليه لأن المعتدي عليهن كان شرطياً. رغم كل مخاطر الكفالة، ما تزال مئات العاملات يتدفقن إلى لبنان بكل بسذاجة. وهذه المقالة موجهة إليهن.
