Mario and Taghrid Khoury Enslave Bernice for 9 Months
Bernice, a Ghanaian MDW has worked for Mario El Khoury for 9 months without pay. She had to return home without her wages which amount to $2075.

THE STORY
Bernice Obema, a 30-year-old Ghanaian, arrived in Lebanon on 4 March 2019 to work for Mr Mario El Khoury (61) and his wife Taghrid Adib Khoury (63). Bernice didn’t know before arriving that her employer was a former convict who was charged in 1997 for embezzlement and forgery, and sentenced to 3 years in prison. Mario and Taghrid live in Safra, Keserwan. In Lebanon, there are no checks to prevent former convicts from hiring a domestic worker.
On 1 October 2020 Bernice contacted This Is Lebanon. Her agreed salary was $225 per month and she was employed to look after Mario’s disabled sister who had been confined to bed for the last 6 years. By October, Mario owed Bernice 9 months worth of salary. Bernice had asked Mario to send her home as he couldn’t afford to pay her but he told her he was going to take her to a different employer. It is common practice for employers who owe their workers large sums of money to try to transfer them to another household. Whenever Bernice asked Mario about her salary, he told her he didn’t have any dollars.
On 7 October, Mario told Bernice he would send her back to Ghana and send her $150 per month until the debt was paid off. Bernice arrived in Ghana on 11 November but a month before she left Mario engaged an Ethiopian domestic worker, despite owing Bernice $2075. We later spoke to the Ethiopian worker, who said she only stayed one month and was paid for that month.
Once Bernice arrived home, she contacted Mario about the promised installments. He blocked her.
On 10 December, we wrote to Mario sending him the link to Bernice’s video. We told him we were open to hearing his side of the story and asked to see the receipts of payments. He blocked us.
We also tried to contact Mario’s sister, Youmna Hayek, via Facebook. If she saw our messages, she chose not to respond.
In February 2021, we called Mario several times. Taghrid said in the background “let her bugger off.” Then Mario hung up.
Later in February we called back. Mario informed us that the had no money to pay and did not care if he went to jail:
“What do you want me to do? I have nothing. Nothing.”
At the same time, he tried to blame Bernice, accusing her of breaking the contract by leaving early. Nearly every employer we contact about unpaid wages tries to use this excuse to evade payment.
The Ministry of Labour says that any employer who has not paid, or who has underpaid, for 3 consecutive months is deemed to have broken the contract. Mario said he “did not care about the law.” In Lebanon, nothing is done to enforce these laws. So far, authorities have taken limited to no measures to address these abuses.
Unfortunately, Bernice will never receive the 9 months’ salary she is owed. She joins the long list of MDWs that were exploited and abused by their employers and trapped by the unjust Lebanese Kafala system.

وصلت بيرنيس أوبيما، أصلها من غانا وتبلغ من العمر 30 عاماً، إلى لبنان في 4 آذار 2019. لم تكن تعلم قبل وصولها أن صاحب العمل كان محكوماً سابقاً بتهمة الاختلاس والتزوير عام 1997 وقضى 3 سنوات في السجن - السيد ماريو الخوري، 61 عاماً، متزوج من تغريد أديب خوري، 63 عاماً. يعيش ماريو وتغريد في صفرا، كسروان. لا يواجه المحكومون السابقون والمفلسون في لبنان مشكلة في توظيف عاملات منازل لديهم.
في 1 تشرين الأول 2020، اتصلت بيرنيس بـ "هذا لبنان". كان راتبها المتفق عليه 225 دولار أمريكي في الشهر، وقد تم توظيفها لرعاية شقيقة ماريو المعوقة التي ظلت طريحة الفراش طوال السنوات الست الماضية. بحلول تشرين الأول، كان ماريو مديناً لها برواتب 9 أشهر. طلبت بيرنيس من ماريو أن يرسلها إلى بلدها بما أنه غير قادر على دفع أجورها، لكنه أخبرها أنه سيأخذها إلى صاحب عمل آخر. وقد أصبح الآن، من عادة أصحاب العمل الذين يدينون لعاملاتهم بمبالغ كبيرة من المال أن يحاولوا بيعهن. وكلما سألت بيرنيس ماريو عن راتبها، كان يقول لها أنه ليس لديه دولارات.
في 7 تشرين الأول، أخبر ماريو بيرنيس أنه سيعيدها إلى غانا ويرسل لها 150 دولار شهرياً حتى يتم سداد الدين. وصلت بيرنيس إلى غانا في 11 تشرين الثاني، لكن قبل شهر من مغادرتها أحضر ماريو عاملة منزل أثيوبية بالرغم من أنه كان مديناً لبيرنيس بمبلغ 2075 دولار. تحدثنا إليها لاحقاً وقالت أنها مكثت شهراً واحداً فقط وحصلت على أجرها عن ذلك الشهر.
أين يستطيع محتال سابق مفلس وعاطل عن العمل توظيف خادمتين مقيمتين في المنزل، عدا لبنان؟
بمجرد وصول بيرنيس إلى بلدها، اتصلت بماريو بشأن الأقساط الموعودة. فقام بحظرها.
في 10 كانون الأول، بعثنا رسالة نصية إلى ماريو وأرسلنا له رابط فيديو بيرنيس. قلنا له إننا منفتحون على سماع القصة من طرفه وطلبنا رؤية الإيصالات. فقام بحظرنا. حاولنا التواصل مع شقيقة ماريو، يمنى حايك، على فيسبوك. وإذا كانت رأت رسائلنا، فقد اختارت عدم الرد.
اتصلنا بماريو في شباط. قالت تغريد في الخلفية "دعها تنصرف** عنّا". ثم أغلق ماريو الخط.
اتصلنا مرة أخرى في وقت لاحق من شباط. قال ماريو أنه ليس لديه نقود ليدفعها ولا يهمّه إن ذهب إلى السجن.
"ماذا تريديني أن أفعل؟ لا أملك شيئاً. لا شيء."
في الوقت نفسه، حاول إلقاء اللوم على بيرنيس متهماً إياها بخرق العقد بمغادرتها المبكّرة. يحاول تقريباً كل أصحاب العمل الذين نتواصل معهم بخصوص عدم الدفع المتواصل استخدام هذا العذر للتهرب من الدفع.
تقول وزارة العمل أن أي صاحب عمل لم يدفع أو يدفع أجراً منخفضاً لمدة 3 أشهر متتالية يعتبر مخالفاً للعقد. قال ماريو بأنه "لا يبالي بالقانون." من الواضح أن رسالة وزارة العمل لم تصل إلى أصحاب العمل. أو ربما تكمن المشكلة في أنهم لا يفعلون شيئاً حيال تنفيذ القانون.
لسوء الحظ، لن تحصل بيرنيس على رواتب الأشهر التسعة المستحقة لها، لتنضم إلى القائمة الطويلة لضحايا نظام "الكفالة" اللبناني.
