THE STORY

On 12 August, 2020, Jonas wrote to our page from Ghana seeking help for his sister, Veronica Bisiblib, who had been in Lebanon for a year but hadn’t been paid for the previous 8 months. Her employers were Fadi Doumet, an inspector with General Security, and his wife Marguerite Ziade Doumet, born in Zgharta 1965. They live in Batroun. We then lost contact with Jonas for a month. At the end of September he contacted us again saying that the Doumets had told Veronica they would place her with a new employer and pay her later when they had money. Since the economic collapse, it has become common for employers who owe large amounts of salary to try and sell their workers. It took some time to gather evidence on exactly what Veronica had been paid and to find out about the employers as Veronica is illiterate.

On 13 October 2020, Jonas contacted us to advise that the Doumets had taken Veronica to the agency the day before. We called Marguerite to inquire about Veronica’s whereabouts and advocate for her salary. When we asked her about the 9 months non-payment she replied, “No dollars in Lebanon. We told her if you want to go to Ghana we will send you but no dollars now. She said, “Ma’am, I want to stay now.” Marguerite said Veronica was in the office and wanted to stay and work and that if the agent couldn’t find her work, he’d send her to Ghana.

We were very concerned that Veronica would be sold to another employer who might also not pay. We knew that her family wanted her home. It was her right to leave. We informed Marguerite that we were prepared to pay for Veronica’s ticket home but they needed to pay her wages.


The agent then texted This Is Lebanon saying “Veronica called me yesterday and I will make sure she will get all her due salaries and she will be sent back home if this is what she wants". This looked promising but we told Jonas the family should not get their hopes up as it was unlikely she would get paid. 


Following our text to Marguerite, they took $500 into the office and this was paid to Veronica. In November, the Doumets told the agent they would buy her a ticket home but he said he would not allow her to leave before they paid her the balance of her salary. This is one of the few cases we’ve had in which an agent has defended the rights of a worker and treated her well. He texted us, “I speak with General Security. I’m sure she take her salary this week and she go to Ghana.”


In mid November, the agent said Veronica’s case had gone to the Head of General Security. The problem was that Fadi’s salary had been decreased from $1000 to $200 per month and he didn’t have the ability to pay. He should have sent her home 9 months earlier when his salary dropped in value but like many others, the Doumets had hung onto Veronica enjoying the service she provided unpaid. 

By mid December there was still no movement on Veronica’s case. She was becoming more and more desperate. Veronica’s father was sick with a serious heart condition. She wanted to get home to see him, worried that he would die while she was still in Lebanon. Her voice messages became more and more desperate. We worried that she was suicidal as she sent voice messages saying

“If you did not hear from me, I’m gone forever. I’m tired of this life”

In response, we negotiated with the agent for her to move to a safe house where she could be with other domestic workers. 

Veronica spent 3 months in the safe house and was finally repatriated to Ghana on 27 March. This Is Lebanon bought her ticket and paid for her pcr tests. The family wrote, “Greetings from our side in Ghana to you all. We the family of Veronica say a big thanks to you all for the great opportunity you have given to the family. We don't know what to do to show you that we are more than happy. We don't know how we can THANK YOU.”

في ١٢ آب ٢٠٢٠ كتب جوناس إلى صفحتنا من غانا طالباً المساعدة لأخته، فيرونيكا بيسيبليب، التي كان لها  مدة عام في لبنان ولكن لم يتم دفع أجرها عن الأشهر الثمانية السابقة. أصحاب عملها هما فادي ضومط، مفتش في الأمن العام، وزوجته مارغريت زيادة ضومط، مواليد زغرتا عام ١٩٦٥. يعيشان في البترون. ثم فقدنا الاتصال بجوناس لمدة شهر. في نهاية أيلول، اتصل بنا مرة أخرى يقول إن عائلة ضومط أخبرت فيرونيكا أنهم سيضعونها لدى صاحب عمل جديد وسيدفعون لها في وقت لاحق حين يملكون المال. فمنذ الانهيار الاقتصادي، أصبح مألوفاً أن يحاول أصحاب العمل الذين يدينون بمبالغ كبيرة من الرواتب بيع عاملاتهم. استغرق الأمر بعض الوقت لجمع الادلة عمّا قبضته فيرونيكا بالضبط وللتعرف على أصحاب العمل لأن فيرونيكا أميّة.

في ١٣ تشرين الثاني ٢٠٢٠، اتصل بنا جوناس لإبلاغنا بأن عائلة ضومط قد أخذوا فيرونيكا إلى الوكالة في اليوم السابق. فاتصلنا بمارغريت  للاستعلام عن مكان فيرونيكا والدفاع عن راتبها. وحين سألناها عن عدم الدفع لمدة ٩ أشهر، أجابت: "ليس هناك دولارات في لبنان. لقد قلنا لها إذا كنت تريدين العودة إلى غانا سوف نرسلك ولكن لا يوجد دولارات الآن. قالت: "سيدتي، أريد أن أبقى الآن." قالت مارغريت أن فيرونيكا كانت في المكتب وأرادت البقاء والعمل وإن لم يتمكن الوكيل من العثور على عمل لها، فسوف يرسلها إلى غانا.

كنا في غاية القلق من بيع فيرونيكا لصاحب عمل آخر قد لا يدفع لها أيضاً. علمنا أن عائلتها تريد عودتها إلى الوطن. ولقد كان من حقها أن تغادر. أبلغنا مارغريت بأننا مستعدون لدفع ثمن تذكرة العودة الخاصة  بفيرونيكا، لكنهم كانوا بحاجة إلى دفع أجرها.


ثم بعث الوكيل رسالة نصية إلى "هذا لبنان" يقول فيها: "اتصلت بي فيرونيكا بالأمس وسأحرص على أن تحصل على جميع رواتبها المستحقة وستتم إعادتها إلى المنزل إن كانت هذه إرادتها." بدا هذا واعداً ولكننا أخبرنا جوناس أنه يجب على العائلة ألّا يتأملوا بذلك كثيراً إذ إنه كان من غير المحتمل أن تحصل على رواتبها.

بعد رسالتنا إلى مارغريت، أخذوا ٥٠٠ دولار إلى المكتب ودفعوها إلى فيرونيكا. وفي تشرين الثاني، قالت عائلة ضومط للوكيل إنهم سيشترون لها تذكرة العودة إلى الوطن، لكنه قال إنه لن يسمح لها بالمغادرة قبل أن يدفعوا لها ما تبقى من راتبها. هذه واحدة من الحالات القليلة التي لدينا يدافع فيها وكيل عن حقوق عاملة ويعاملها بشكل جيد. وقد كتب لنا رسالة نصية: "إني أتحدث مع الأمن العام. وأنا متأكد من أنها ستحصل على راتبها هذا الأسبوع وستذهب إلى غانا."


في منتصف تشرين الثاني، قال الوكيل إن قضية فيرونيكا قد أحيلت إلى رئيس الأمن العام. كانت المشكلة أن راتب فادي انخفض من ١٠٠٠ دولار إلى ٢٠٠ دولار في الشهر ولم يكن لديه القدرة على الدفع. كان الأجدر به أن يرسلها إلى بلدها قبل ٩ أشهر حين انخفض راتبه من حيث القيمة، ولكن مثل كثيرين آخرين، تمسكت عائلة ضومط بفيرونيكا مستمتعين بالخدمة التي تقدمها دون أجر.

بحلول منتصف كانون الأول لم يكن هناك أية خطوة بشأن قضية فيرونيكا. لقد ازداد يأسها أكثر فأكثر. كان والد فيرونيكا مريضاً بحالة خطيرة في القلب. وقد أرادت العودة إلى الوطن لرؤيته خوفاً من مفارقته الحياة وهي لا تزال في لبنان. أصبحت رسائلها الصوتية يائسة أكثر فأكثر. وكنا قلقين من أن تحاول الانتحار لأنها أرسلت رسائل صوتية تقول:

"إن لم تسمعوا عني شيئاً، أكون قد رحلت إلى الأبد. فقد تعبت من هذه الحياة "

وتجاوباً مع ذلك، تفاوضنا مع الوكيل لكي تنتقل إلى منزل آمن حيث يمكنها أن تكون مع عاملات منازل أخريات.


أمضت فيرونيكا في المنزل الآمن ثلاثة أشهر وأعيدت أخيراً إلى غانا في 27 آذار. اشترت جمعية "هذا لبنان" تذكرة سفرها ودفعت تكاليف اختبارات PCR. كتبت العائلة: "تحياتنا من غانا لكم جميعاً. نحن عائلة فيرونيكا نتقدم بالشكر الجزيل لجميعكم على الفرصة العظيمة التي منحتموها للعائلة. لا نعرف ماذا نفعل لنظهر لك أننا أكثر من سعداء. لا نعلم كيف يمكننا أن نشكركم."

 ما تزال عائلة ضومط يدينون لفيرونيكا برواتب 6 أشهر.
