Dania Bitar Complains Emelia is “Impatient” After Enslaving Her for 9 Months

Emelia describes horrible conditions working for Dania Bitar. However, the worst part was she had not been paid. When we contacted Dania, she immediately sent Emelia to the Consulate, but has still refused to pay.

THE STORY

Emelia Amponsah, a 23-year-old Ghanaian woman, first contacted This Is Lebanon for help in October 2020. She answered the question “Are you receiving your full salary?” with a resounding ‘No, no.’


She wrote that she had been working for her employer, Dania Bitar, of “Bitar Construction” for 13 months and had been paid for only 2 months i.e. $400. Whenever she asked Dania about her salary, Dania would tell her there are no dollars in Lebanon so she couldn’t pay her.


Emelia told Dania that, if she could not pay her, she should send her to the consulate, but Dania refused. Dania had a clear opportunity to do the right thing and send Emilia home when she realised she was not going to be able to pay her, but instead decided to keep her working in the house without payment, effectively enslaving her.


At the time, Emelia had to speak to us in secret, ‘stealing madam’s phone’ because she was deprived of communication with her family. She was also deprived of any personal space; she slept on a mattress on the floor in the corridor. She claims she worked from morning until 10:30 pm, often without food, and had to ‘steal’ some of the food on the table.

In response to Emelia’s complaint, we texted Dania about the unpaid salary and said: “Keep her in your house until tomorrow and take her to the consulate tomorrow morning. We will pay for her ticket home. You must give her $600 to take home with her and the balance can be paid in installments once she's home. The main thing now is to stop your debt from accumulating even more. If you had had any conscience at all, you would have sent her home months ago.” That was a Sunday. In response, Dania ordered a taxi and sent Emelia to the consulate immediately, despite the fact that it was closed for the weekend.


We learned from a phone call that Dania had sent Emelia away. When we asked why she’d paid her for only 2 months despite her working there for more than a year, Dania claimed “there was a problem in Africa.” She claimed she had paid Emelia for 2 months and tried to send another 2 months’ salary but the money was returned. She also said, “She worked here for a year but there are no dollars in Lebanon.” She said she had told Emilia to accept Lebanese pounds and to buy things in Lebanon but ‘She didn’t want. She wanted dollars. I would have kept her here and paid her eventually because the situation will improve but she was impatient.’ 


The taxi driver, concerned about leaving Emelia on the footpath in front of the closed consulate, called the Honorary Consul, who instructed him to take her to the police station, where she was forced to spend the night. When Dania dismissed her, she paid her $400. Emelia, therefore, received $800 for 13 months’ work. She is still owed $1800 i.e. 9 months’ salary.


This Is Lebanon contacted Dania on 16 December giving her an opportunity to resolve the problem and pay Emelia’s salary. We offered to mediate an installment plan. Dania’s response was to block us.

Emilia spent 3 months waiting for repatriation to Ghana. General Security secured Emelia’s airfare from Dania, and This Is Lebanon paid for both her PCR tests. Once Emelia was safely home, a negotiator contacted Dania to try to find a solution. Dania said, ‘Talk to General Security and her embassy.’ She then hung up.

After several more attempts, we had to close Emelia’s case. Unfortunately, she will never receive the 9 months’ salary that Dania owes her. Which Lebanese authority, under the kafala system, will hold her accountable? Emelia’s last text to us was:

“Oh God why me? How am l going to survive?”

إميليا أمبونساه، امرأة من غانا تبلغ من العمر 23 عاماً، اتصلت بنا أول مرة تطلب المساعدة في تشرين الأول 2020. أجابت على سؤالنا: "هل تتقاضين راتبك بالكامل؟" بإجابة مدوّية: "كلا، كلا".

كتبت لنا بأنها كانت تعمل لدى صاحبة العمل، دانيا بيطار، التي لديها شركة "بيطار للإنشاءات"، مدة 13 شهراً ولم تقبض سوى أجر شهرين فقط، أي 400 دولار. وكلما سألت دانيا عن راتبها، كانت تجيبها أنه لا يوجد دولارات في لبنان، لكي لا تدفع لها.

قالت إميليا لدانيا أنها إن لم تتمكن من الدفع لها، عليها إذن إرسالها إلى القنصلية، لكن دانيا رفضت. لقد أُتيحت لدانيا فرصة ذهبية لتفعل الصواب وإرسالها إلى بلدها حين أدركت أنها لن تكون قادرة على الدفع لها، لكنها قررت بدلاً من ذلك إبقاء إميليا تعمل في منزلها دون أجر، ما يعني استعبادها فعلياً.

 في ذلك الحين، كان على إميليا التحدث إلينا سراً، "باستخدام هاتف السيدة خلسة" لأنها حُرمت من التواصل مع عائلتها. كما حُرمت من أي مساحة شخصية؛ فقد كانت تنام على فراش على الأرض في الممر. وتقول أنها عملت من الصباح حتى 10:30 مساءً، بدون طعام في أغلب الأحيان، واضطرت إلى "سرقة" بعض الطعام الذي على الطاولة.

 قالت إميليا:

"إن العيش مع تلك المرأة هو جحيم لأنها ستعاملك وكأنك لست بشراً."

رداً على شكوى إميليا، بعثنا رسالة نصية إلى دانيا بخصوص الراتب غير المدفوع وقلنا لها: "أبقيها بها في منزلك إلى الغد واصطحبيها إلى القنصلية صباح الغد. سوف ندفع ثمن تذكرة عودتها إلى بلدها. يجب أن تعطيها 600 دولار لتأخذها معها إلى الوطن ويمكن دفع الباقي على أقساط بمجرد عودتها إلى بلدها. الأمر الأساسي الآن هو منع تراكم ديونك أكثر. لو كان لديك أي ضمير على الإطلاق، لكنت أرسلتها إلى وطنها منذ أشهر." كان ذلك يوم الأحد. رداً على ذلك، طلبت دانيا سيارة أجرة وأرسلتها على الفور إلى القنصلية على الرغم من كونها مقفلة في عطلة نهاية الأسبوع.

 علمنا عن طريق مكالمة هاتفية أن دانيا قد صرفت إميليا. وعندما سألناها عن سبب دفعها لها أجور شهرين فقط على الرغم من عملها هناك لأكثر من عام، زعمت دانيا: "كانت هناك مشكلة في إفريقيا". قالت أنها دفعت لإيميليا عن شهرين وحاولت إرسال أجور شهرين آخرين لكن المبلغ كان يتم إرجاعه. قالت أيضاً: "عملتْ هنا مدة عام لكن ليس هناك دولارات في لبنان". قالت أنها طلبت من إميليا أن ترضى بالليرة اللبنانية وشراء حاجياتها في لبنان لكنها "لم ترغب. أرادت دولارات. لكنت أبقيتها هنا ودفعت لها في النهاية لأن الوضع سيتحسن لكنها لم تصبر."

وإذ شعر سائق سيارة الأجرة بالقلق من تركها على الرصيف أمام القنصلية المقفلة، اتصل بالقنصل الفخري، الذي أوعز إليه بنقلها إلى مركز الشرطة، حيث أجبِرت على قضاء الليلة هناك. حين طردتها دانيا، دفعت لها 400 دولار. وبذلك، تكون إميليا قد تقاضت 800 دولار مقابل عمل دام 13 شهراً. ولا تزال مستحقة مبلغ 1800 دولار أي رواتب 9 أشهر.

 اتصل "هذا لبنان" بدانيا في 16 كانون الأول يمنحها فرصة لحل المشكلة ودفع رواتب إميليا. أخبرناها بأنه ليس هدفنا النشر وعرضْنا عليها التوسط في وضع خطة لتقسيط المبلغ. كان رد دانيا بأن حظرتنا.

 قضت إميليا 3 أشهر في انتظار العودة إلى غانا. وجعل الأمن العام دانيا تدفع ثمن تذكرة الطائرة ودفع "هذا لبنان" رسوم اختبارين لل (PCR). بمجرد أن وصلت إميليا سالمة إلى بلدها، اتصلت إحدى المتفاوضات بدانيا لمحاولة إيجاد حل. قالت دانيا: "ليكن حديثكم مع الأمن العام وسفارتها." ثم أقفلت الخط في وجهها.

 بعد عدة محاولات لاحقة، كان علينا إقفال قضية إميليا. لسوء الحظ، لن تحصل على رواتب 9 أشهر الذي تدين بها دانيا لها. أي سلطة لبنانية، في ظل نظام الكفالة، ستحاسبها؟ آخر رسالة نصية لإميليا:

"يا إلهي، لماذا أنا؟ كيف سأعيش؟"
