Chadi and Ali Mahfouz: Still Operating After International Outcry Over Assault & Death of Alem Dechasa
9 years ago, Chadi and Ali Mahfouz, caught the world's attention after being caught on video assaulting, Alem Dechasa, an Ethiopian migrant domestic worker. She died three days later. Their work continues.

THE STORY
In February 2012 a video captured on a mobile phone showed Ethiopian domestic worker Alem Dechasa being dragged by her hair and violently forced into a car in front of the Ethiopian embassy in Beirut. It went viral. Lebanese society and the wider world were shocked by the public scene of abuse. Three days later she was found dead in hospital. Reporting on the story, the Guardian newspaper wrote, “Alem's case has lifted the lid on the plight of migrant workers in Lebanon.” The name Alem Dechasa became a byword for their suffering. The story was reported by the BBC, Guardian, Human Rights Watch, Al Jazeera, France24, Al-Akhbar and others. A vigil was held by Ethiopians in front of the Lebanese Embassy in Washington D.C. Even the UN weighed in calling for “a full investigation and the public disclosure of its results.” Caritas' lawyers submitted a case to the courts against Mahfouz. It could reasonably be assumed that at the very least Ali Mahfouz would not be allowed to operate a recruitment business for migrant domestic workers.
Fast forward to July, 2020. Stephanie, a 27 year old from Cameroon, contacted This Is Lebanon. She had been in Lebanon for a year and had worked for 4 different employers. Each one owed her salary. None of them had done her papers. After working undocumented for the 4th employer for four months, three weeks and two days, she contacted her agent, Ali Mahfouz, concerned about the non-payment and having no papers. She wrote:
“Mr Ali Mahfouz came and started shouting and beating me and took me and locked me in his house.”
We sent her a pic of Ali to confirm we were talking about the same person responsible for Alem’s death. She confirmed, “Yes. He is the one.” Fortunately, Stephanie’s story had a better ending than Alem’s. She flew back home on 15 August, 2020.
Eight years after the world’s outcry over Alem’s death, Ali Mahfouz and his brother, Chadi Mahfouz, continued to operate. Their licence no is 686 and they are with SORAL (Syndicate of Recruitment Agencies in Lebanon). What further evidence is required that the Lebanese state lacks any will to hold abusive recruiting agents accountable?

في مقطع فيديو تم تسجيله بهاتف محمول في شباط 2012، تظهر عاملة منزل إثيوبية، "ألِم ديشاسا"، وهي تُجَرّ من شعرها وتُجبَر بعنف على ركوب سيارة أمام السفارة الإثيوبية. وانتشر هذا المقطع بسرعة هائلة. صُدم المجتمع اللبناني والعالم بأسره من مشهد الانتهاكات على المَلأ. وبعد ثلاثة أيام عُثر عليها ميتة في المستشفى. وكتبت صحيفة الغارديان في تقريرها عن القصة أن "قضية آلِم رفعت الغطاء عن معاناة العاملات الوافدات في لبنان". أصبح اسم آلِم ديشاسا مرادفاً لمعاناتهن. لقد نقلت القصة كل من البي بي سي، والغارديان، وهيومن رايتس واتش، والجزيرة، وفرنسا 24، والأخبار وغيرها. ونقلت وكالة الأنباء الإثيوبية الخبر تحت عنوان "آلِم ديشاسا رمز البربرية العربية". حتى الأمم المتحدة شاركت بالدعوة إلى "تحقيق كامل والكشف عن نتائجه علناً." ورفع محامو كاريتاس دعوى أمام القضاء ضد محفوظ. ويمكن الافتراض منطقياً بأن يتم على الأقل إقصاء علي محفوظ عن عالم الأعمال.
وبالعودة إلى تموز 2020، فقد اتصلت ستيفاني، من الكاميرون وتبلغ من العمر 27 عاماً، بـجمعية "هذا لبنان" إذ كانت في لبنان لمدة عام وعملت لدى 4 أصحاب عمل مختلفين. وجميعهم مَدينون لها براتبها. لم يقم أي منهم بإكمال أوراقها القانونية. وبعد أن عملت بدون أوراق لدى صاحب العمل الرابع مدة أربعة أشهر وثلاثة أسابيع ويومين، اتصلت بوكيلها علي محفوظ، وقد شعرت بالقلق من عدم الدفع لها وعدم امتلاكها للأوراق القانونية. كتبت لنا:
"جاء السيد علي محفوظ وبدأ بالصراخ والضرب وأخذني وحبسني في منزله".
أرسلنا لها صورة للوكيل علي للتأكد بأننا نتحدث عن الشخص نفسه المسؤول عن وفاة آلِم. أكدت: "نعم. إنه الشخص ذاته." لحسن الحظ، كانت نهاية قصة ستيفاني تحمل من السعادة أكثر من قصة آلِم. لقد عادت إلى بلدها في 15 آب 2020.
بعد 8 سنوات من صرخة العالم احتجاجاً على وفاة آلِم، استمر علي محفوظ في عمله. أية أدلة أخرى مطلوبة لإثبات أن الدولة اللبنانية تفتقر إلى الإرادة لمحاسبة وكلاء التوظيف المعتدين؟
